Procedures of Arrangements upon Arrival at the Airport
- Relevant inbound persons from Taiwan and overseas places complete a one-stop registration by scanning the Health Declaration QR code at the specimen collection stations on the arrival level of Terminal 1, then undergo specimen collection for PCR-based nucleic acid test on the spot.
- Under the “test-and-go” arrangement, relevant inbound persons are not required to wait for the test result at the airport. After specimen collection, they can proceed with immigration and customs clearance, claim their baggage and leave the airport. They can take public transport or self-arranged transport to return to their home or their hotel of choice.
- The Health & Quarantine Information Declaration system will issue the Notification of Medical Surveillance and Provisional Vaccine Pass QR codes (only applicable to persons who have fulfilled vaccination requirement) electronically. Inbound persons may download the relevant documents via the website (https://www.chp.gov.hk/qoms/), upon completion of quarantine and testing procedures at the airport.
- The handling arrangements for inbound persons tested positive by arrival or specified test will be aligned with that for local cases, and their Vaccine Pass will be switched to Red Code. Relevant persons should provide information to the Centre for Health Protection through the online platforms (for nucleic acid tests or RATs). - According to Notification of Medical Surveillance, it is an offence if the relevant inbound persons fail to observe any of the conditions specified. Offenders are subject to a fine and imprisonment.
Documentary proof for fulfilling vaccination requirement
Non-Hong Kong residents aged 12 or above (on the scheduled day of departure) who have stayed in overseas places during the relevant period, are required to fulfil relevant vaccination requirement (eg. have been fully vaccinated) to board for Hong Kong.
Who are considered fully-vaccinated?
- Fully vaccinated means the suggested dosage has been administered in accordance with the “List of COVID-19 Vaccines Recognised for Specified Purposes” of a COVID-19 vaccination course at least 14 days prior to the day of departure for Hong Kong.
- Recovered persons: For travellers who was previously infected with COVID-19, they will be required to receive one dose of a COVID-19 vaccine at least 14 days prior to the day of departure for Hong Kong in order to be considered as fully vaccinated.
- Persons aged between 12 and 17 on the scheduled day of departure: those who have received one dose of Comirnaty vaccine at least 14 days prior to the day of departure for Hong Kong are deemed to have complied with the requirements of completing the COVID-19 vaccination course under boarding requirements.
How are 14 days counted?
- The 14th day after a person has completed a COVID-19 vaccination course is counted by taking the next day after the person received all of the recommended dose(s) of COVID-19 vaccine as the 1st day.
- For example, for a person who has not been infected with COVID-19 previously and received the last recommended dose of COVID-19 vaccine on 10 May 2021, the “1st day” would be 11 May and the “14th day” would be 24 May. This person can be considered “fully vaccinated” starting on 24 May.
Other cases regarded as fulfilling relevant vaccination requirement include:
- those who are unfit for vaccination due to health reasons with relevant proof issued by a medical practitioner; or
- those who have received one dose of recognised COVID-19 vaccine but unfit to receive the second dose of COVID-19 vaccine because of health reasons after receiving the first dose of vaccine, with relevant proof issued by a medical practitioner, and board a flight to Hong Kong on or after 14th day after receiving the said first dose of vaccine
Which vaccines are recognised?

- For individuals who received COVID-19 vaccines in places outside of Hong Kong and have received the required dose(s) as stipulated in the List of COVID-19 Vaccines Recognised for Specified Purposes (listed vaccines) at least 14 days prior to arrival at Hong Kong; or for those who received a combination of doses of listed vaccines, receiving a combined number of doses of the listed vaccines equivalent to the recommended number of dose(s) of one of the listed vaccines received, whichever higher the number is applicable (except in the case that the recommended dosage of one of the listed vaccines received is “1”), they will also be regarded to have completed the vaccination course of the relevant COVID-19 vaccine.
Vaccination record should include:
- A vaccination record in English or Chinese issued by Hong Kong or by relevant authorities or recognised institutions of the places where the vaccines were administered, bearing the name of the relevant vaccinated traveller matching that in his/her valid travel document to show that:
- the relevant traveller has received dose(s) of COVID-19 vaccine and the date on which the last dose was administered; and
- the name of the vaccine administered or the name of the marketing authorisation holder or manufacturer of the vaccine; and
- A written confirmation in English or Chinese issued by relevant authorities or recognised institutions, bearing the name of the relevant vaccinated traveller matching that in his/her valid travel document and setting out all of the above information if the vaccination record is not in English or Chinese or does not contain all of the above information. The said written confirmation should be presented together with the vaccination record.
Note: Starting from 12 August 2022, the arrangement of “recognised vaccination records” is no longer applicable. Relevant persons arriving at Hong Kong are only required to present vaccination record fulfilling the above requirements.
